Ground-breaking Civic Agreement tackles Plymouth inequality and drives inclusive economic growth

In a landmark move to address inequality, promote sustainable development and drive inclusive growth, four of Plymouth’s Largest Anchor Organisations signed (6 June 2025) a pioneering Civic Engagement Agreement.

The voluntary pact brings together Babcock International, Plymouth City Council, University Hospitals Plymouth NHS Trust, and the University of Plymouth in a united effort to deliver social value to households across the city.
The agreement outlines a shared commitment to collaborative action that strengthens local communities, supports inclusive employment, and drives environmental sustainability.
This agreement gives us clarity of priorities and a platform for collective action to increase impact and efficiency.
A Shared Vision for Plymouth

At the heart of the agreement is a bold vision: a thriving, inclusive Plymouth where all residents have the opportunity to prosper. The signatories, the city’s largest employers, have pledged to align their resources and expertise to tackle some of Plymouth’s most pressing challenges, including job accessibility, health inequality, economic inactivity and skills.
The Civic Engagement Agreement sets out four key areas of focus:
Inclusive Employment: Creating accessible pathways to quality jobs, with a focus on supporting underrepresented groups, including women in low-paid roles.
Strengthening Local Supply Chains: Prioritising procurement from local businesses and social enterprises to boost the regional economy and increase social value.
Community Well-Being and Cohesion: Investing in initiatives that improve health, education, and social infrastructure to foster stronger, more connected communities.
Sustainability and Net Zero: Reducing environmental impact through sustainable operations and supply chains, supporting a greener future for Plymouth.
Partner Commitments
Each partner brings a unique perspective and set of strengths to the agreement:
Babcock International has committed to inclusive access to training and careers, particularly for underrepresented communities.
University of Plymouth frames the agreement as a civic milestone, aligning with its mission to deliver research with real-world impact.
University Hospitals Plymouth NHS Trust sees the agreement as a launchpad for addressing the social and environmental factors that influence health.
Plymouth City Council emphasises the agreement’s role in coordinating services and investments that improve community wellbeing.
The agreement aligns with Growth Alliance Plymouth (GAP) - Strengthening the city through defence-driven opportunity, innovation and growth.

The Civic Engagement Agreement is not a one-off initiative, but the beginning of a long-term partnership. The founding organisations have pledged to adapt their work, based on community collaboration and evidence, ensuring that their actions remain aligned with local priorities..
