Plymouth’s Anchor Institutions Unite in a Pioneering Example of Civic Collaboration to Tackle Inequality and Build a Thriving City Plymouth’s four largest employers—Plymouth City Council, University of Plymouth, University Hospitals Plymouth NHS Trust, and Babcock International—have today formally signed a Civic Engagement Agreement, a pioneering commitment to address the root causes of inequality and drive inclusive, city-wide transformation.
